As of January 1st, 2009 the residential cap of $2000 dollars was removed and now homeowners can receive the full 30% Federal Tax Credit! A typical commercial project will get the same 30% Fed Tax Credit and can also depreciate the cost of the equipment on the MACRS 5-year accelerated scale of 42%. Also new this year, a first year Bonus Depreciation of 50%!!!  The rebate system in place is based on a subscribed amount of funding that reduces based on the amount of applications. See links.
